    The City of Busselton has undertaken a review of Busselton Margaret River Airport Noise Management Plan (NMP) 2022 and a draft NMP (2025) has been prepared.

    The City of Busselton is inviting public comments to the Draft Busselton Margaret River Airport Noise Management Plan (2025) commencing from Monday 3 February 2025 and closing on Monday 17 February 2025.

    Submissions received will be considered by Council prior to a final, Draft Noise Management Plan being provided to the Office of the Environmental Protection Authority.

    Background

    The City of Busselton implemented the first Busselton Regional Airport Noise Management Plan (NMP) in 2012. Since then, the City has undertaken a number of reviews in consultation with the community and sought approval from the Office of the Environmental Protection Authority (OEPA) to update the NMP.

    As part of the BMRA Development Project which commenced in 2015, the City undertook full review of the then NMP (2015) and proposed amendments that would allow for interstate and future international jet air services. Following community consultation and extensive consultation with the OEPA, the amended NMP was approved on 27 December 2018 (May 2018) in accordance with Ministerial Statement 1088 by the Minister for Environment; Disability Services. Since approval in 2018, two further reviews have been undertaken with non-material amendments made to the NMP resulting in the current version of the NMP (January 2022).

    Ministerial Statement 1088 not only includes the conditions for managing noise emissions from the BMRA but also requirements for the review of the NMP, including a review within three months of each three year period, from the date of issue of the Statement. The review is to include, but not be limited to:

    1) Noise monitoring results;

    2) Noise amelioration assessments and/or implementation;

    3) Number of complaints received and actions taken to resolve complaints;

    4) Published flight paths to minimize impacts; and

    5) The findings of the review to determine the effectiveness of the Busselton Margaret River Airport Noise Management Plan and whether amendments to the Plan are required.

    THE ENVIRONMENTAL PROTECTION (NOISE) REGULATIONS 1997
    PROPOSED SPECIFIED WORKS – WASTE COLLECTION / STREET SWEEPING / DRAIN CLEANING


    The City of Busselton has received an application in accordance with the Environmental Protection (Noise) Regulations 1997 (the regulations), for the purpose to undertake specified works class 2 (waste collection, the sweeping, cleaning of roads, paths and drain cleaning) between the hours of 4:30am and 7:00am Monday to Saturday.

    The purpose of the application is to gain approval to exceed the assigned sound levels under the regulations. Under the regulations, provisions for specified works and the associated effective management of noise, is in recognition that the proposed works are essential and the resultant noise has the potential to impact the community.

    Justification for approval may be for a variety of reasons, essentially, the undertaking of specified works early in the morning to ensure unhindered access to areas that would otherwise be blocked by parked vehicles or traffic and to avoid interference with traffic flow.

    The applicants submitted noise management plan is to include:

    1. Details of vehicle or equipment evaluation and purchase policies adopted to select, on a reasonable and practicable basis, the quietest vehicle or equipment available; and
    2. Measure to be adopted to minimise noise emissions resulting from the carrying out of works; and
    3. Justification for carrying out the works during the times of day to which the class relates; and
    4. A description of the specified works to be carried out during the times of day to which the class relates; and
    5. Operator training programs; and
    6. Community information on the manner in which the specified works will be carried out; and
    7. A complaints response procedure.

    Public comments are invited of the proposal.

    The City of Busselton is upgrading the playground equipment at Reserve 48279 New River Park, Old Broadwater Farm (corner New River Ramble and Pickmore Circus). Four playground designs have been developed for community consideration. We invite local residents of the Old Broadwater Farm area and users of the park to provide their feedback on their preferred option.

    The City hopes to deliver the project prior to the end of the 2024/2025 financial year dependant on product and contractor availability.

    Consultation opens 9 December 2024 and closes on 1 January 2025.

    In 2024, Rotary Park became home to the new official Busselton War Memorial, which has created a peaceful and welcoming space for the community to gather.

    The City is now looking to upgrade the ageing playground equipment, and improve all ability access. Three concept designs have been developed for community consideration. The community are invited to review these designs and their themes below.

    Consultation on the playground design concepts opens 9 December 2024 and closes on 1 January 2025.

    Rotary Park is located at 17 Bussell Hwy, opposite the City of Busselton Administration Building.

    We are proposing to test a new approach to reducing speed limits across the Shire of Augusta Margaret River and City of Busselton. We are seeking feedback to help understand if there is community support for a reduction in speed limits through the Safer Speeds Trial.

    What is the Safer Speeds Trial?

    The Safer Speeds Trial aims to assess the impact of reducing speed limits on roads managed by local governments, specifically within parts of the City of Busselton and Shire of Augusta Margaret River.

    The Trial will use a holistic, area-wide approach, which means there will be a consistent reduction of speed limits across similar road types in selected areas between Busselton and Augusta. Approximately 550 roads in the Shire of Augusta Margaret River and 1,250 roads in the City of Busselton will be affected.

    The Trial is the first of its kind in WA and is a partnership between the City of Busselton, Shire of Augusta Margaret River and RAC with implementation support from Main Roads WA.

    Marybrook Siesta Park Integrated Coastal Erosion Protection Strategy Project:

    The City completed a Coastal Hazard Risk Management and Adaptation Plan (CHRMAP) in 2022. The purpose of the CHRMAP was to identify the current and projected extent of risk to private assets, public infrastructure, and environmental, social and cultural values from coastal hazards arising from sea level rise. The CHRMAP also provides a framework for responding to those hazards, with adaptation pathways over a 100-year timeframe.

    In 2023 the City received grant funding from the State Government to undertake one of the recommendations of the CHRMAP, being the preparation of an integrated erosion protection strategy for a section of the Marybrook Siesta Park coastline.

    Westpeak Engineering has been engaged to prepare the strategy, and project tasks that have been undertaken to date include a baseline assessment of past and current coastal erosion impacts, coastal processes influencing the project site, and draft concept options for managing coastal erosion.

    Residents within the project area and the wider community were invited to have their say and review the proposed designs. Westpeak Engineering and Officers will now review feedback and develop the Erosion Protection Strategy.

    Council resolved the alternative recommendation to confirm that the hireable e-scooter trial period has been completed, and to authorise the CEO to negotiate a license to enter into a licence agreement with Neuron Mobility.     Project Overview:

    Have you ever wandered past the Old Busselton Cemetery (Pioneer Cemetery) and wondered about its origins? Perhaps you have a relative buried there?

    The Old Busselton Cemetery, located between Marine Terrace and Adelaide Street, was established in 1847 and formally gazetted in 1856. Many of the districts prominent families are buried there. The first recorded burial was Mr Patrick Hurley in 1858 and there are over 250 recorded burials - although 550 individuals have records associated with the cemetery. Burials ceased at the cemetery in the 1930’s.

    Since 2009, significant progress has been made to conserve the cemetery in collaboration with the community. The grave sites have been cleared, overgrown vegetation removed and interpretive signage on the cemetery’s history installed. Some sites have additional information about individuals who are buried there. A map was also created to make it easier for visitors to identify where the gravesites are.

    The next stage of the plan is to install new name tablets, as some of the current ones have incorrect dates and names misspelt.

    Updating name tablets:

    Over the last 12 months the City has been gathering names and information about the people who were buried in the Old Busselton Cemetery. Working with a group of volunteers and community groups, the number of people who have most likely been buried in the cemetery has grown. Initial records lists approximately 250 burials (as listed in the State Heritage Register of Heritage Places Assessment Documentation), during this process this number grew to over 1,000.

    The community have been invited to review the updated list and provide comment. Consultation closed on 18 October 2024, officers will now review the feedback and make final adjustments for the printing of the tablets.
