Earlier this year, the City conducted consultation on the Draft Economic Development Strategy 2022-27. You can find more information about that consultation here: yoursay.busselton.wa.gov.au/economic-development-strategy-2022-27

At its meeting of 8 June Council resolved to commence Stage 2 of the Holiday Home Review. The purpose of this stage is to initiate amendments to the City’s Holiday Home Local Law 2012, which will include the advertising of the following proposed changes:

• reducing the manager response time from 24 hours to 12 hours (relating to clauses 2.3, 2.6 and 3.4);
• a review of penalties listed in Schedule 2.

The City invited submissions on the proposed changes to the Local Law between the 14 June - 5 August 2022. Submissions are now closed.

YOU CHOOSE community funding program

Thank you to residents and ratepayers for taking part in allocating part of the City of Busselton’s community funding budget to community led projects you would like to see funded through this pilot program.

With 26 Projects to choose from, the community cast 1277 eligible votes and Council considered the community preferred projects on 9^th March.

Congratulations to the successful applicants for the six projects totalling $96,304 as preferred by the community and endorsed by Council:

• Shelterbags $20,000
• Pets of Older Persons (POOPS) $7,750
• Busselton Hospice Care Lasting Words $10,875
• Waste Not Want Not $20,000
• Ludlow Tuart Forest Heritage Walk trail $18,596
• Vasse Fathering Projects $19,083

Successful applicants have until June 2023 to complete their projects. The Council will then consider whether to continue the program in future years.

The City is undertaking a review of the holiday home regulatory framework, and recently sought community and stakeholder engagement as part of the review process.

• During August and September 2021, the City sought feedback from the community on potential changes to the current Holiday Home Regulatory Framework.
• 570 survey responses and written submissions were received.
• The outcomes of this consultation are now available in the document library on the project page (uploaded 4 February 2022).
• A report was provided to Council in March 2022 outlining the outcomes of the survey, and potential ways for changes to be implemented.
• Following consultation in 2021, Council has resolved to progress the Holiday Home Review in three separate stages:
  • Stage 1: Introduce changes to the Conditions of Registration that apply to all approved Holiday Homes, and introduce a Code of Conduct for occupants and their guests.
  • Stage 2: Initiate amendments to the City’s Holiday Home Local Law 2012. This will occur by the middle of 2022.
  • Stage 3: Initiate formal changes to the land use/development standards in the City’s Local Planning Scheme No. 21 and associated local planning policy. This will occur once uncertainties around the State Government’s position on Holiday Homes have been resolved.

Stage 1 changes will be implemented in coming weeks, when annual registration renewal letters are sent out. Key changes to the Conditions of Registration include:

• Specifying the maximum number of occupants and their guests at the premises after 10pm (no more than the maximum number of occupants);
• Rewording of the condition relating to removal of rubbish;
• Requiring that the Code of Conduct be provided to occupants prior to occupation and displayed prominently at the premises;
• Specifying the maximum number of vehicles that can be parked at the premises;
• Requiring that the premises displays a sign, visible from the street, displaying a contact phone number for the manager;
• Requiring that dogs must not be left unattended.

The Code of Conduct has been developed by the City in consultation with some of the local managing agencies, and this will be provided when annual renewal letters are sent out. It aims to create a consistent approach and expectation around how occupants of Holiday Homes should behave.

There will be a transitional period for owners to arrange signage, until the end of September 2022.

The City commenced the Reusable Eco Nappy Workshop Series in February 2021. The workshops are offered every two months to support parents and carers in reducing the amount of disposable nappies going to landfill.

This survey closed on 20 October 2021 and was carried out to find out whether those who attended a workshop found it and the free nappy kit useful.

Thank you to those who completed the survey. Your responses help us to understand how to best support parents and carers in the future.

While the survey has closed, the City will still have workshops running through until December 2022.

The City sought community and stakeholder engagement and feedback (between 21 May and 28 September 2021) on a draft Coastal Hazard Risk Management and Adaptation Plan (CHRMAP). The draft CHRMAP identified public assets and management units along our coastline likely to be impacted by coastal processes like sea-level rise over the next 100-years and set out recommendations on adaptation pathways and management responses to address such challenges.

The final CHRMAP was adopted by the Council on 27 July 2022. The CHRMAP can be viewed at the following link:

The City recently asked you to help shape the future of City of Busselton events, asking for your feedback either as a visitor, community member or business operator.

Your input assisted the City in the review of the current Events Strategy and guide the development and attraction of new events.

The City recently asked you to give us feedback on the Revitalisation of Hannay Lane and would like to thank everyone for their input.

We received a lot of comments, with 81% of participants indicating that they like the project and would like to see similar revitalisations introduced elsewhere.

We recently consulted on six concept designs for Stage 6 of Dunsborough Town Centre Upgrade. We asked people to provide their views on a range of upgrade options for the high profile section of Naturaliste Terrace between Dunn Bay Road and Cyrillean Way.

In total, we received 177 submissions and together with feedback received from local businesses, Council will use this to guide their final decision.

UPDATE BUSHFIRE NOTICE REVIEW - 1st June 2021

The Bushfire Notice survey closed on 31 May 2021 with 1504 surveys completed completed plus another 174 submissions received outside of the survey The key issues received were regarding the potential APZ standard and boundary firebreaks. Potential changes to those and other aspects of the proposals will be identified and considered before any more formal steps are undertaken.

So, where to from here?

• The City will collate and consider community feedback and develop a second draft Notice taking into consideration community feedback.
• The consultation outcomes and the second draft Notice would also then be presented to the Council for their consideration.
• Further community consultation, including face to face and online information sessions, would then likely be undertaken on a revised draft Notice.
• Following that further consultation, the revised draft Notice will again be presented to the Council for their consideration, at which time the Council could choose to make further changes in response to feedback and/or undertake a further round of consultation
