The objective of creating a safe active street is to increase community participation in walking and cycling, by providing an inviting space along which to access the City centre, in a low road speed (30km/h) environment.

Kealy and Vasse Locality Boundary Adjustment

The proposal would move the boundary between the Kealy and Vasse localities north to Bussell Highway, a more easily recognisable feature. This proposal is in line with the Policies and Standards for Geographical Naming in Western Australia 2017.
Across October/November 2022 the City sought submissions from directly impacted residents via a survey.
On the 25 January 2023, the results of the consultation were presented to Council. On 16 June 2023, the City received approval from Landgate for the locality boundary change, and the change will be implemented from 1 August 2023.

97% of participants voted for 'OPTION 3 - Treehouse Style Play Structure' (pictured). LD Total has now been contracted to install a multi-purpose treehouse structure between March-May 2023.

The City of Busselton has prepared the abovementioned Precinct Structure Plan (PSP) and Scheme Amendment (AMD 52) for the purposes of:
- PSP – planning for the strategic growth and development of the Dunsborough Town Centre and immediately adjoining residential area, to guide future zoning, subdivision and development.
- AMD 52 – to enact recommendations of the PSP relating to zoning, land use and development standards for built form.
Across August and September, the City sought public submissions for these proposals. Council adopted the PSP and AMD 52 for final approval in December 2022.

Share Share the Regional Road on Facebook Share Share the Regional Road on Twitter Share Share the Regional Road on Linkedin Email Share the Regional Road linkIn partnership with the Commonwealth’s Road Safety Innovation Fund grant scheme, the Share the Regional Road project aims is to measure the impact of roadside signage types in activating awareness of cyclists on rural roads.
In September and October this year, the City ran a survey to evaluate if the signage has an impact on cyclists’ perception of safety whilst sharing the road with vehicles. and if the signage improved driver awareness of cyclists on the road.
The survey closed on 16 October 2022.

The purpose of this stage is to initiate amendments to the City’s Holiday Home Local Law 2012, which will include the advertising of the following proposed changes:
- reducing the manager response time from 24 hours to 12 hours (relating to clauses 2.3, 2.6 and 3.4);
- a review of penalties listed in Schedule 2.

The City invited submissions on the proposed changes to the Local Law between the 14 June - 5 August 2022. Submissions are now closed.

Holiday Home Regulatory Framework Review

- During August and September 2021, the City sought feedback from the community on potential changes to the current Holiday Home Regulatory Framework.
- 570 survey responses and written submissions were received.
- The outcomes of this consultation are now available in the document library on the project page (uploaded 4 February 2022).
- A report was provided to Council in March 2022 outlining the outcomes of the survey, and potential ways for changes to be implemented.
- Following consultation in 2021, Council has resolved to progress the Holiday Home Review in three separate stages:
- Stage 1: Introduce changes to the Conditions of Registration that apply to all approved Holiday Homes, and introduce a Code of Conduct for occupants and their guests.
- Stage 2: Initiate amendments to the City’s Holiday Home Local Law 2012. This will occur by the middle of 2022.
- Stage 3: Initiate formal changes to the land use/development standards in the City’s Local Planning Scheme No. 21 and associated local planning policy. This will occur once uncertainties around the State Government’s position on Holiday Homes have been resolved.
Stage 1 changes will be implemented in coming weeks, when annual registration renewal letters are sent out. Key changes to the Conditions of Registration include:
- Specifying the maximum number of occupants and their guests at the premises after 10pm (no more than the maximum number of occupants);
- Rewording of the condition relating to removal of rubbish;
- Requiring that the Code of Conduct be provided to occupants prior to occupation and displayed prominently at the premises;
- Specifying the maximum number of vehicles that can be parked at the premises;
- Requiring that the premises displays a sign, visible from the street, displaying a contact phone number for the manager;
- Requiring that dogs must not be left unattended.
The Code of Conduct has been developed by the City in consultation with some of the local managing agencies, and this will be provided when annual renewal letters are sent out. It aims to create a consistent approach and expectation around how occupants of Holiday Homes should behave.
There will be a transitional period for owners to arrange signage, until the end of September 2022.
