    The City of Busselton has prepared the abovementioned Scheme Amendment for the purpose of:

    Reviewing land use permissibilities within the Scheme to reflect the direction of the Local Planning Strategy. The key issue is to protect the primacy of the Busselton City Centre (‘Regional Centre’ zone) and Dunsborough Town Centre (‘Centre’ zone), with the intention to avoid or mitigate undesirable retail leakage from those zones.

    · a development application in specific Special Control Areas; and

    · a structure plan in the Rural Residential, Rural Landscape, Conservation and Bushland Protection zones.

    The abovementioned Scheme Amendment is for the purpose of:

    Rezoning of Portion of Lot 22 Bussell Highway Yalyalup from 'Tourist' to 'Special Provision No.23' and 'Special Use No. 27'. The proposal is consistent with the objectives of the City of Busselton Local Planning Scheme No.21 (the Scheme) and applicable State and local planning frameworks, strategies, policies and legislation. The proposed amendment will allow for the future provision of high-quality residential land, which will accommodate a growing population in the future.

    The Structure Plan proposes to create five (5) Rural Residential lots that range from 2.25ha to 8.48 ha in area, thereby achieving an average lot area of 5.8082ha. The majority of the vegetation on site is in excellent condition and will be retained in a proposed ‘Development Exclusion Area’. Access to the site will be via Commonage Road, and Butterly Road, with contiguous emergency access for Bushfire Management being provided between the two roads.

    The Draft Structure Plan proposes to modify the residential layout to provide a greater variety of lot sizes and a more efficient road layout.
