Consultation has concluded. A report will be prepared for Council decision.
Hireable e-scooters (provided by Neuron Mobility (Australia) Pty Ltd) have been operating in Busselton on a trial basis since December 2022. At an Ordinary Council Meeting in March 2024, Council opted to extend the initial trial to the end of November 2024, to enable improvement measures to be undertaken by Neuron Mobility that would address matters of concern raised by the community during consultation.
These improvements included:
The installation of parking decals across the City that do not block thoroughfares and are not of a visual nuisance.
The identification of single use, narrow paths adjacent to the coast and the appropriate application of speed restrictions to these areas.
Neuron Mobility have worked with City officers to improve hireable e-scooter parking to ensure they do not block thoroughfares or create a visual nuisance. In May 2024, Neuron installed orange parking decals for hireable e-scooters that were accessible and easy to recognise. A conscious effort has been put into relocating hireable e-scooters from busy parking locations to high-ride commencement locations, to ensure hireable e-scooters do not encroach on public pathways. In addition to the installation of parking decals, Neuron have increased the number of locations that require slower riding speeds.
The community are now invited to provide any feedback on whether these measures that were implemented from May 2024 onwards have improved their experiences with hireable e-scooters. At the conclusion of consultation, City Officers will prepare a report for Council on the operations of hireable e-scooters in Busselton and Dunsborough throughout the trial period. The report will focus on reviewing the improvement measures that commencedat the start of May 2024. Council will be asked to consider the long-term ability of the operation of hireable e-scooters within the City of Busselton.

Please note: Council does not control privately owned e-scooters and that these riders are subject to the various road rules already in place.

Council resolved the alternative recommendation to confirm that the hireable e-scooter trial period has been completed, and to authorise the CEO to negotiate a license to enter into a licence agreement with Neuron Mobility. The extended hirebale e-scooter trial is coming to a close in November 2024. Since May 2024, Neuron Mobility have implemented a number of improvement measures, including installing parking decals in high traffic locations and increasing the number of slower speed zones on single, narrow paths.
