Why was the trial extended till November 2024?
On 20 March 2024 the Busselton Council resolved to extend the hireable e-scooter trial till November 2024. This was an alternative recommendation moved by Cr Kennedy and it was proposed that the provision of designated parking locations across the City and the reduction of speed limits in single use, narrow paths, would assist some of the community concerns.
50% of the 62.4% of locals who were opposed to the continuation of the trial said they would change their mind if improvements were made. This has the potential to shift the results to approximately 65% in favour of the hireable e-scooters.
WHY UNDERTAKE AN E-SCOOTER TRIAL IN THE FIRST PLACE?
E scooters provide an environmentally friendly and sustainable way to get around, reducing the number of cars on roads thus combating congestion and freeing up more parking in our CBD and activity areas.
They provide an easy option for short trips for people who might otherwise not be able to get around, like visitors to town, young people commuting to work and those who find long walk uncomfortable.
Neuron scooters are charged via battery swapping, eliminating trips required to transport e-scooters to their charging point
WHO IS USING E-SCOOTERS?
Over 106,000 rides taken since the commencement of the program in December 2022.
Almost 30,000 people have used Neuron’s e-scooters in Busselton.
From Neuron’s rider survey conducted in mid-2023 it was found that 57% of users were local to Busselton or Dunsborough and 43% of users were visitors to the region.
HOW MUCH IS THE TRIAL COSTING THE CITY?
There is no cost to the City for conducting the trial. The e-scooter trial is being run through Neuron and the cost are being fully recovered through charges to e-scooter users.
The e-scooter hire trial is intended to support our local businesses, creating visitor dispersal by making it easier for people to travel from their accommodation to our many shopping, dining and entertainment offerings. With increased flights from the east coast recently announced, we can expect more visitors to town arriving without a car and e-scooters provide an option for those visitors.
Locally in Busselton, from Neuron’s rider survey conducted in mid-2023, it was found that 66% of e-scooter riders made a purchase at a local business either immediately before or after their e-scooter journey with an average spend of $52. This equates to an estimated $3.7 million in local economic impact per annum to local businesses primarily retailers and hospitality venues, alongside the creation of 6 local jobs to manage the program.
I'M CONCERNED ABOUT DANGEROUS RIDERS ON E SCOOTERS. WHAT IS BEING DONE ABOUT THIS?
The software installed on Neuron E-Scooters allows them to be slowed down or prohibited completely through GPS positioning.
Neuron has responded to concerns from the community to implement slow speed zones, no ride zones and no start zones to improve safety and discourage anti-social behaviour.
Additionally, individuals not following the rules can be issued with a warning, suspension or ban through the Neuron App.

Neuron’s e-scooters are GPS tracked tacked by Neuron, so their location is always known.
Each e-scooter is fitted with a topple detection feature, which alerts their operations team if it has fallen. They have unique registration plates so members of the public can report any issues, including incorrect parking, by contacting Neuron.
IS THERE A MINIMUM AGE LIMIT FOR HIRING NEURON E-SCOOTERS?
The terms of service, and the WA Government require that riders be at least 16 years old in Western Australia.
HOW FAST CAN THE NEURON E-SCOOTERS GO?
Neuron e-scooters employ geofencing technology, which allows better control of where, and how fast, e-scooters can be ridden. Using GPS and geolocation, Neuron has responded to community feedback to implement go-slow zones, no-go zones and to dedicated parking zones.
ARE ALL RIDERS INSURED IN AUSTRALIA?
Yes. Neuron has significant public liability insurance and all riders in Australian cities are covered by personal accident insurance and third-party insurance. This goes well beyond what is required by law and beyond a private e-scooter or bike for instance.
WHAT IS THE ENVIRONMENTAL BENEFIT?
At a local level in Busselton Neuron’s user survey found that if e-scooters were not available 36% of users would have used a personal car for the journey and 24% of users would have used a Taxi or Uber/Rideshare vehicle. This equates to an estimated 50% of e-scooter journeys in Busselton replacing what would have otherwise been a car trip if e-scooters were not available.
With 346,838km of distance travelled on Neuron e-scooters in Busselton this equates to 173,419km of car replaced by e-scooter travel. This means over 33 tonnes of CO2 emissions have been avoided through mode shift from car journeys to e-scooter journeys in Busselton.
