Proposed after hours specified works

The City of Busselton has received an application in accordance with the Environmental Protection (Noise) Regulations 1997, for the purpose to undertake specified works class 2 (waste collection, the sweeping, cleaning of roads, paths and drain cleaning) between the hours of 4.30am – 7.00am Monday to Friday and 4.30am to 9.00am on Sundays.

The purpose of the application is to gain approval to exceed the assigned sound levels under the Environmental Protection (Noise) Regulations 1997. Under the regulations, provision for specified works and the associated effective management of noise, is in recognition that the proposed works are essential and the resultant noise has the potential to impact the community.

Justification for approval may be for a variety of reasons, essentially, the undertaking of specified works early in the morning is to ensure unhindered access to areas that would otherwise be blocked by parked vehicles or traffic and to avoid interference with traffic flow.

The applicant’s submitted noise management plan is to include:

  • Details of vehicle or equipment evaluation and purchase policies adopted to select, on a reasonable and practicable basis, the quietest vehicle or equipment available; and
  • Measures to be adopted to minimise noise emissions resulting from the carrying out of works; and
  • Justification for carrying out the works during the times of day to which the class relates; and
  • A description of the specified works to be carried out during the times of day to which the class relates; and
  • Operator training programs; and
  • Community information on the manner in which the specified works will be carried out; and
  • A complaints response procedure

Public comments are invited of the proposal.
