Project Overview:
Council at its meeting held on the 11th of December 2024, consented to the advertising of an amendment to City of Busselton Local Planning Scheme No.21 and theLocal Planning Policy 4.1 – Holiday Homes (LPP4.1) following amendments made to the Planning and Development (Local Planning Schemes) Regulations 2015 (the Regulations).

The revised draft LPP4.1 provides guidance for properties seeking development approval for ‘Unhosted Short-Term Rental Accommodation’, previously known as ‘Holiday Homes’. The updated policy aligns with the recent amendments to the Regulations and the newly introduced short-term accommodation framework and has been comprehensively reviewed.

A report on the outcomes of consultation and recommended modifications was presented back to Council at it's meeting of 12 March 2025 where Council resolved to readvertise the draft LPP4.1 with further modifications.

Modifications to the LPP4.1 following initial consultation:
Comment is sought on the revised draft LPP4.1 which proposes the following modifications after the initial consultation was undertaken in January 2025.

  • The introduction of an additional Unhosted STRA non-preferred area within Geographe (defined by Ford Road to Guerin Street and Marine Terrace to Layman Road/Navigation Crescent). Refer to the map on the right to view.
  • Replacing Part 7: Public Consultation to require that the City give notice of all Unhosted STRA to adjoining and nearby properties in accordance with the advertising requirements of the Regulations.
  • Amendments to the Operational Management Plan to require an accessible manager provide an unautomated response within 12 hours; signage to be in legible font and no guests after 10pm.
  • Updates to reflect the introduction of the "Bushfire Emergency Plan (BEP) Manual' to a BEP to be prepared by a Level 2 or 3 bushfire practitioner.
  • Introduction of renewal approvals at 12 months, three years and five-year intervals.

What's next?
Draft LPP4.1 – Unhosted Short-Term Rental Accommodation will be open for community consultation from 2nd April 2025 to 30th April 2025. City officers will review the feedback and make any necessary revisions to the draft policy before submitting it to the Council for final adoption.
