Submissions

The Dunsborough Precinct Structure Plan (PSP) offers an in-depth assessment of issues and opportunities associated with ‘urban design elements’ that are unique to the Dunsborough Town Centre, and then proposes various actions in response. Four key areas of urban design form the focus of this survey, with a summary of each provided below.

You will be asked whether or not you support the proposed actions for each urban design element, and then have an opportunity to make further comments.

If you wish to provide a more extensive submission to support your response, you may upload an attachment at the end of the survey.

Design Element: Urban Ecology and Public Realm 

  • Green Network: provided through street trees, offering public amenity and environmentally important links between various public open spaces. Proposed actions include: 
    • Extend and enhance the existing green network along Naturaliste Terrace, from Lions Park to Dugalup Brook; and along Dunn Bay Road from Lions Park to the Dunn Bay foreshore.
    • Establish a green network along the western end of Dunn Bay Road between the intersections of Cape Naturaliste Road and Naturaliste Terrace; and along the north side of Caves Road adjacent to the PSP area.
    • As streetscape upgrades occur, sink power lines to allow street trees to become fully established.

  • Aboriginal Cultural Heritage (in consultation with Aboriginal Elders): recognition of local Aboriginal knowledge, concepts and stories of landscape and place. Proposed actions include: 
    • Install interpretive signage to explain areas of past Aboriginal history, association and significance.
    • Create an appropriate expression of cultural significance by establishing an Aboriginal Art Trail.

  • Environmental Conservation: recognition of  the amenity and environmental value of public spaces that are unique landscape features and habitat for threatened species. Proposed actions include: 
    • Preserve Dugalup Brook by mitigating surface pollutant impact when streetscape upgrades occur.
    • Establish a Significant Tree Register for mature trees located on public land.

  • Public Spaces: contribute to community cohesion, relaxation and recreation. Proposed actions include: 
    • Create an expandable event space through temporary closures of the core road network around the intersection of Dunn Bay Road and Naturaliste Terrace, while maintaining peripheral circulation.

  • Development standardsit is proposed that the following development standards will be introduced to support the Urban Ecology and Public Realm:
    • Protect Dugalup Brook, Lions Park and Seymour Park by requiring that new development will not locate car parking or services on those interfaces, and incorporate increased upper storey setbacks and water sensitive urban design principles.
    • Develop a ‘green edge’ on the western side of Naturaliste Terrace between the Caves Road and Dunn Bay Road intersections, by requiring lot boundary setbacks.
    • Respond to the prominence of Caves Road as a key travel corridor, by requiring lot boundary setbacks.

Design Element: Movement 

  • Traffic Network: travel to, through and around the Dunsborough Town Centre in a way that supports current function and ongoing development. Proposed actions include: 
    • Plan through the PSP to reserve land at the western end of Clark Street, with an aim to extend Clark Street to intersect with Cape Naturaliste Road.
    • Establish a new mid-block vehicle, pedestrian and cyclist connection between Dunn Bay Road and Caves Road (western end).
    • Construct roundabouts at either end of Cyrillean Way to reduce vehicle speed and improve traffic management and pedestrian/cyclist safety.
    • Prioritise and rationalise delivery vehicle routes, and design street upgrades to allow for the width, length and turning ability of service and delivery vehicles.


  • Pedestrian/Cyclist Network: a movement network that prioritises pedestrian and cyclist movement, and is convenient and comfortable to travel through with access for users of all ages and abilities. Proposed actions include:
    • Initiate discussion with Main Roads to improve access from Dunsborough Lakes.
    • Improve Clark Street through construction of a dual use pathway along Clark Street, and connections to Cyrillean Way and Cape Naturaliste Road.
    • Prioritise accessibility on sections of Dunn Bay Road by widening footpaths and formalising crossing points.


  • Parking Supply and Management: quantity, location, management and design of car parking. Proposed actions include:
    • Investigate peripheral all-day car parking at the northern end of Dunsborough Playing Fields.
    • Review the management of short-term public car parking.


  • Development Standards: it is proposed that the following development standards will be introduced to support the Movement network:
    • No car parking between buildings and the street (except for lots fronting Clark Street).
    • No new vehicle access points from Caves Road, Dunn Bay Road or Naturaliste Terrace, unless no reasonable alternative is available.
    • Rationalisation and strategic placement of access points/crossovers to reduce impact on pedestrian and cyclist movement.
    • Reciprocal access arrangements with adjoining sites and shared car parking arrangements.
    • Internal access easements within redevelopment sites.
    • At-grade car parking landscaped with suitable trees.
    • New development - pedestrian shelters with a minimum depth of 2.5m over the footpath, for the full width of lot frontages.

Design Element: Land Use

  • Civic and Cultural Facilities: respond to current and future need for social infrastructure including community civic and cultural facilities. Proposed actions include:
    • Identify and set aside land for a multi-function civic and community space, within walkable distance from the Town Centre.


  • Residential Density: support infill and increased residential density for a vibrant, activated Town Centre, while preserving intended character and function. Proposed actions include:
    • Prohibit new low density residential development (single houses and units) within the Town Centre.
    • Allow apartment development, but reduce the coding of R-AC3 lots to R-AC4.
    • Allow apartment development, but reduce the coding of the majority of R80 lots, to R60.
    • Remove plot ratio incentives currently allowable in the Town Centre. 


  • Land Use: provide a high level of services and experiences, through appropriate land use mix. Proposed actions include:
    • Secure commercial floor space by allowing commercial uses only at ground level for new development fronting Naturaliste Terrace, Dunn Bay Road and Clark Street.
    • Prohibit land uses that are not appropriate or achievable in the context of the Dunsborough Town Centre, including ‘Marina’, ‘Marine Filling Station’, ‘Motor Vehicle, Boat or Caravan Sales’ and ‘Transport Depot’.
    • Extend the boundary of the ‘Drive Through Facility Control Area’ Special Control Area at the western end of the PSP area.


  • Subdivision and Development Standards: it is proposed that the following subdivision and development standards will be introduced to support Land Use provisions: 
    • Support consolidation of land to assemble larger parcels suitable for integrated development.
    • Do not support subdivision proposals on the periphery of the PSP area resulting in battle-axe lots or with similarly designed common property access.
    • Where new land uses are proposed manage amenity impacts by providing, where applicable, noise management plans, traffic impact assessments and traffic noise assessments.

Design Element: Built Form

  • Building Height: height controls to ensure buildings have a positive impact on streetscapes and public spaces. Proposed actions include:
    • Reduce potential building height to three storeys for the majority of the PSP area. Note: this does not apply to development currently under construction or approved through the existing planning framework.


  • Boundary Setbacks: relationship between adjoining buildings, and between buildings and the street. Proposed actions include:
    • Increased setback allowances to achieve a consistent building line where front boundary anomalies exist.
    • Nuanced setback requirements to preserve and enhance the amenity of the public realm, and to respond to Caves Road as a key travel corridor.


  • Active Building Frontages: provide buildings that are responsive to and active within the streetscape, and contribute to a safe and comfortable public realm. Proposed actions include: 
    • At ground level, development that addresses the street with a primary business entrance and shop front façade.
    • Ground floor commercial uses with transparent glazing for a minimum of 70% of the frontage adjacent to the street.
    • A minimum 2.5m wide pedestrian shelter over the footpath, for the full width of the lot frontage.
    • No roller doors or screens of solid materials on shop fronts.
    • Upper levels designed to promote informal surveillance of the street.
    • No car parking between buildings and the street (except Clark Street).
    • General plant, equipment and services to be concealed from the street.


  • Development Standards: it is proposed that the following development standards will be introduced to enhance Built Form: 
    • Articulation of buildings to break up perceived bulk and provide visual interest.
    • Upper storey setbacks for new buildings with a public realm interface.
    • Increased lot boundary setbacks on Naturaliste Terrace, between Cyrillean Way and Dunn Bay Road, to achieve a consistent building line.
    • Increased front setback where an alfresco area is proposed within the setback area.
    • Active frontage requirements for commercial land uses in the Town Centre.
    • Setback and active frontage requirements for ‘Additional Use’ land uses permitted on the periphery of the PSP area.
