Update 04/09/2026:

The Environmental Protection Authority (EPA) has commenced its 7 day public comment period regarding the proposed sand extraction operation at Lot 4 (No. 2774) Caves Road, Yallingup. The public comment period is open from Friday 4 September 2026 to Thursday 10 September 2026. The EPA will use feedback received during this process to assist in determining whether the proposal should be formally assessed and, if so, the level of assessment required.

Community members wishing to provide comments directly to the EPA can do so via the EPA consultation page: Caves Road Yallingup Sand Extraction | EPA Western Australia.

Please note that the EPA consultation process is separate to the City's public consultation process. Submissions previously made to the City are not automatically provided to the EPA. Community members who wish the EPA to consider their comments should make a submission directly to the EPA during the current consultation period.

Any decision on the development application by the Development Assessment Panel (DAP) will continue to be deferred pending completion of the EPA process.

Update 29/06/2026:

Public consultation for DA26/0209 - Industry - Extractive (Sand) - Lot 4 (No. 2774) Caves Road Yallingup ran from Friday 15 May 2026 to Friday 12 June 2026, with more than 2,350 submissions received, reflecting strong community interest in the application.

The City has referred the proposal to the Environmental Protection Authority (EPA) under section 38 of the Environmental Protection Act 1986 (EP Act). All referred proposals are published for a 7-day public comment period on whether the EPA should assess a proposal and why. The EPA will review the relevant information and determine whether or not to assess the proposal, and if so, the level of assessment. The EPA decision on whether to assess a proposal is based on whether the proposal is likely to have a significant impact or impacts on the environment that warrant assessment under Part IV of the EP Act, and whether those impacts could be mitigated to be consistent with the EPA objectives.

Any decision on the development application by the Development Assessment Panel (DAP) will be deferred until after the EPA undertakes its assessment. Once the EPA process is finalised, City officers will prepare a report for the DAP.

Thank you to everyone who took the time to provide feedback through the City of Busselton’s consultation process.

The consultation ran from Friday 15 May 2026 to Friday 12 June 2026, with a high number of submissions received.

Further updates will be provided in the coming weeks on the next steps and progress for this application.

The City of Busselton has received a Development Assessment Panel (DAP) application to use and/or develop land for the following purpose and public comments are invited.

PROPERTY: Lot 4 Diagram 67745 No. 2774 Caves Road Yallingup WA

PROPOSED DEVELOPMENT: Industry - Extractive (Sand)

The proposal includes the following:

• 9.14ha of sand extraction area divided into 5 stages.
• Approximately 453,000m3 of sand to be extracted from the sand pit over 5 years.
• 0.25Ha of native vegetation clearing.
• The proposed haulage along internal gravel road, before exiting on to Wyadup Road and travelling east to Caves Road.
• A maximum 200 truck haulage movements per day (10 trucks entering and exiting the site per hour).

The application will be determined under the Planning and Development (Development Assessment Panels) Regulations 2011 by the Regional Development Assessment Panel. If you make a submission, you will be advised in writing of the date and time of the determination meeting.
