C2504/117- Council Decision

That the Council:

• Allocates $25,000 in the 25/26 budget for the purpose of Master Planning Victoria Square. The CEO shall provide City infrastructure parameters required to be observed and thereafter, advertise for public input/ideas as to what could/should occur for the Square including views on the Memorial Wall (ie stay, go, relocate).

• The project shall reinforce from the outset the existing cenotaph War Memorial remain (refer C2410/276*) and together with the theme of celebration and remembrance of sacrifice, be the primary focus/feature of Victoria Square and its future form.

• The ballpark costed outcome option/s for the draft master plan shall return to the Council prior to the end of February 2026 for consideration of future implementation funding.

The City will be seeking community feedback to assist in the development of the master plan. 

The Council decision (C2504/117) made clear that the existing cenotaph War Memorial is to remain on site. Community feedback on the memorial walls and surrounding space in Victoria Square is open to comment. 

The community are invited to provide their vision and ideas for Victoria Square through an online survey. The survey is open from 12pm Friday 28 November 2025 - 5pm Friday 16 January 2026.

In early 2026, we hope to hold community workshops- dates to be announced soon. 

Victoria Square is located on the corner of Albert Street and Queen Street in Busselton. It sits opposite Orana Cinema on one side and St Mary's Church on the other. 

The City is interested in hearing from a wide range of community members and families of people whose ashes are interred in the Memorial Walls. Your feedback will help us develop concept designs for Victoria Square that are to presented to Council in 2026.
