Following direction from the Western Australian Planning Commission (WAPC) and decision of Council in April 2023, the City is currently finalising a new planning scheme to replace Local Planning Scheme No. 21 (LPS21). Local planning schemes are the rule books that guide development in a local government area. To best address the challenges of the future, the City requires a modern and flexible planning framework able to respond to the evolving needs and growth of the community.

Local Planning Scheme No. 22 uses the required format and standards established by the State government for greater consistency with other planning schemes in the region. We have also simplified development standards and strengthened where necessary to best protect the values that make the City such a special place to live.

Following an extensive drafting process, the first draft version of Local Planning Scheme No. 22 was presented to Council in October and December 2024 for consent to advertise. As an outcome of the December meeting, the City is currently progressing further workshops with elected members with the Scheme to be re-presented to Council for consent to advertise in mid-2025.

Subject to the consent of Council and subsequent review by the Western Australian Planning Commission (WAPC) on behalf of the Minister for Planning, the draft planning Scheme is intended to be available for public feedback in late 2025. Further information and updates on the new scheme will be made available as progress continues.

Once consent has been given, the City will notify you of the advertising period by:

  • Letters to landowners and occupiers.
  • Conducting a road show through each suburb with information sessions.
  • Newspaper ads, post updates on social media, and have a phone hotline for any questions.
  • Dedicated officers available to answer any of your questions.
