Project Update 3.12.2021 – Townscape Upgrade Staged Works

The City would like to acknowledge those who have completed surveys/submissions regarding the Dunsborough townscape upgrade project. The level of engagement to date has been very positive. As the project has now progressed into detailed design and planning, we would like to advise of alterations to the project programme.

The project consists of the upgrade and alterations to Naturaliste Terrace town centre, the intersection upgrade of Cyrillean Way and Naturaliste Terrace, and the proposed parking extension at Chieftain Crescent.

Naturaliste Terrace – Townscape Upgrade project

Along with modifications to the road alignment, parking changes, and improvements to alfresco and landscaping, the proposed project now requires the replacement and upgrade of existing utility underground services. Unfortunately due to the current market conditions, in particular the availability of specialised consultants and contractors, there has been a delay with the replacement of a number of services. To accommodate this delay and to reduce the impact to the town centre and users, the City will be constructing the project in two stages.

First stage (6A): intersection upgrade at Cyrillean and Naturaliste Terrace, roundabout construction and relocation of associated services. In the most part these works will take place after the Easter school holidays, and prior to the onset of winter rains (Refer Plan A below - staging plan for townscape upgrade for Naturaliste Terrace and roundabout).

Second stage: the focal section of Naturalise Terrace in the town centre. Works will be scheduled to commence in or around September 2022, with completion by the end of November 2022. This timing (two stages) will allow for the engagement of contractors to replace/upgrade underground services and avoid winter weather conditions, where construction of this type is not possible. The risk with doing the project in one stage is additional delays from service relocations, and the onset of wet weather. Winter weather conditions can prevent the installation and placement of construction materials and infrastructure (gravel/limestone/asphalt/drainage products etc), increasing construction timeframes and therefore increasing disruption to the area.

With two stages, the risks are reduced, minimising the impact to businesses in the area.

Chieftain Reserve – Parking area extension

The proposed 24 bay parking extension to Chieftain Reserve parking area will be placed on hold until the impacts of potential new developments around the town centre are understood. The City will monitor the use and availability of parking within the town centre and surrounding areas, using this information to provide peak and off peak parking statistics to establish the need, or otherwise, of this car park extension.

In the meantime, the City will be planting/constructing a landscaped vegetation buffer area in the Chieftain Crescent Reserve. This will enhance and beautify the entrance to Dunsborough from Caves Road, screening the existing car park and the potential extension area. Alfresco/ Parklet areas – Naturaliste Terrace

With the decision to delay the Naturaliste Terrace town centre project to the latter part of 2022 (as detailed above), the City will be providing temporary alfresco/parklet areas to businesses that wish to increase outdoor entertaining areas, or where improvements are required to the existing narrow footpath. These parklet areas will be installed in existing parking bays, with the intention of them being installed prior to the Christmas/Summer peak visitor period (Refer Plans C & D below - - you will need to click on the news article title to view the maps ).
