What is a structure plan?
A structure plan is a document that provides an overarching planning framework to guide the future subdivision and development of an area of land.
A structure plan will typically show the proposed lot layout, land uses, intended road layout and areas of public open space/drainage. They can be supported by a range of technical documents, such as bushfire management, water management strategies and traffic assessments.
Why is a structure plan being proposed for these sites?
The subject sites are zoned ‘Industrial Development’ which means that the land is designated for industrial development subject to detailed planning via a Structure Plan process. The subject sites are currently subject to the provisions of the ‘Busselton Airport (North) Industry Park Development Guide Plan’ (DGP) which is due to expire in October 2027. The ‘Busselton Gateway Airport Industrial Park Structure Plan’ essentially will replace the DGP, aligning with the requirements of the current planning framework.

Why are works already occurring on the site?
Subdivision approval has been granted by the Western Australian Planning Commission for stage 1 of the industrial park and works are currently underway to deliver this stage. The subdivision has been approved in consideration of the existing DGP which currently applies and facilitates subdivision across the development site. These approved subdivisions will continue to align with the proposed ‘Busselton Gateway Airport Industrial Park Structure Plan’.
How long will the process take?
Following the end of the 42-day consultation period, the City will review all submissions and make a recommendation for either approval, refusal or approval with modifications.
Following this recommendation, the final decision maker is the WA Minister for Planning who will determine to either approve, refuse or approve with modifications.
