Community infrastructure is buildings, facilites and spaces that are available for the community to use. They are often located in areas with high population, to assist local residents. The City will either deliver, partner, or advocate for these services. 

The location of future community facilities is informed by a range of factors, including population growth projections, where growth is expected to occur, the needs of different age groups and communities, existing levels of service, access and transport connections, and opportunities to co-locate facilities with schools, parks or other community infrastructure.

As part of the Community Infrastructure Plan, the City is undertaking detailed analysis to understand what facilities may be needed in the future and where demand is likely to occur. This includes population modelling and growth forecasts to ensure infrastructure is planned in the right locations and at the right time.

Importantly, the Community Infrastructure Plan does not make final decisions about the location of future facilities. Rather, it identifies potential future needs and opportunities. Any specific site selection would be subject to further planning, detailed investigation, community consultation and Council decision-making processes.

A Developer Contribution Framework is a way of ensuring that new development helps pay for the community infrastructure needed to support a growing population.

When new subdivisions are created, each new lot contributes towards the cost of facilities that the community will need in the future, such as recreation facilities, community centres, libraries and other public infrastructure.

The framework identifies:

• What infrastructure will be needed as the population grows.
• How much that infrastructure is expected to cost.
• How contributions will be collected from new development.

Developer contributions must be prepared and administered in accordance with the State planning framework, ensuring a fair and transparent approach to funding growth-related facilities.

The Community Infrastructure Plan (CIP) identifies the community facilities that may be needed to support future population growth across the City. This includes assessing future demand for things like recreation facilities, community centres, libraries and other community infrastructure.

The Developer Contribution Framework then takes that information and establishes a funding mechanism to help pay for eligible growth-related facilities. It identifies which can be funded through developer contributions and how contributions will be calculated and collected from new development.
