ACTIVITY CENTRE PLAN AVAILABLE FOR INSPECTION

PROPOSED VASSE VILLAGE ACTIVITY CENTRE PLAN

The City is in receipt of a proposed Activity Centre Plan (ACP) for the Vasse Village Centre, submitted by Roberts Day on behalf of the developer of Vasse Estate.

The Vasse Village ACP is proposed to replace the approved Detailed Area Plan (DAP, 2014) as the primary planning instrument guiding development of the area.

While accounting for a range of minor modifications required to achieve alignment with current policy and legislative requirements, the ACP does not result in any substantial alteration to the design or planning framework for the Village that necessitates additional in depth technical analysis, for example, in relation to traffic.

Key differences between the proposed ACP and the current Village Centre DAP are summarised below:

• Expansion of the planning boundary to include land west of the existing Village Centre DAP area as new ‘Mixed Residential’ zone.

• Incorporation of signage controls to assist in preserving the green/rural visual feel of the Centre.

• Establishment of a Structure Plan Map (Plan 1) to identify residential density and land use permissibility in accordance with the City of Busselton Local Planning Scheme No. 21.

• Inclusion of Village Centre parking standards as previously agreed with the City of Busselton.

• Proposing new noise mitigation standards at noise sensitive premises (dwellings) to assist in avoiding the potential for conflict arising through noise emanating from commercial uses within the Activity Centre.

The overall scope of variation between the proposed ACP and DAP is relatively minor, and does not materially alter the intent of the endorsed DAP in respect to future development of Vasse Village.

The City is assessing the proposal and will make a determination under delegated authority in regard to the ACP following the closure of formal advertising on 31 October 2018.

The ACP document details the proposal, which is located in the Document Library along with a copy of the existing Village Centre DAP.

Alternatively, a copy is available for viewing during business hours (8.30am – 4.30pm, Monday to Friday) at the City of Busselton Civic and Administration Centre located at 2 Southern Drive, Busselton and the Busselton and Dunsborough Libraries.
