3 Oceans – Macro Music Concert and Event Noise Application

APPLICATION FOR RENEWAL OF VENUE APPROVAL- 8141 BUSSELL HIGHWAY METRICUP WA 6280

The City has received an application for the renewal of the Venue Approval for 3 Oceans Winery under Regulation 19b of the Environmental Protection (Noise) Regulations 1997 (the Regulations). This application is for the premises to continue holding a limited number of events which do not comply with the permitted noise levels under the Regulations for the duration of the five-year approval period.

Events have been held at 3 Oceans Winery under a Regulation 19b venue approval in accordance with the Regulations since 2017. Historically permitting up to 12 events annually. Actual number of events held under the previous approval included:

• 2020/21: 3 events
• 2021/22: no events
• 2022/23: 2 events
• 2023/24: 3 events

The current renewal application is proposing to hold 6 events annually, comprising of:

• Two major events (maximum 12 hours with sound curfew of main stage at 9:55pm and small stage at 10:55pm).
• Four moderate events (maximum 8 hours with sound curfew of 9:55pm).

If approved, as with previous venue approvals, the City would include conditions such as maximum noise levels, noise monitoring and reporting, continued community consultation/notification and a complaint response line for all events.

Throughout the assessment of this application, the City will seek comment from the Department of Health, Liquor Licensing, Department of Water Environmental Regulations and WA Police.

In accordance with Regulation 19B(8)(iii) ‘the occupier of any noise sensitive premises within 1 km of the venue is to be provided the opportunity to make comment on the proposal. Submissions from residents will be used to support City officers to make a decision regarding the application.
